We're looking for an exceptional **Learning & Development Lead** to shape enterprise‑wide capability across our Transport & Infrastructure business in New Zealand. This is a senior, high‑impact role where learning, compliance and capability directly influence business performance, safety and long‑term competitiveness. You'll be accountable for setting the L&D strategy, ensuring learning compliance, and delivering scalable, fit‑for‑purpose capability programs across frontline, operational and leadership cohorts. This includes ownership of **graduate, apprentice and cadet programs**, learning governance, compliance accreditation, and workforce capability uplift aligned to operational and regulatory requirements. **Key responsibilities** * Lead the Learning & Development and compliance function across T&I (NZ). * Set and execute L&D strategy aligned to business and workforce needs. * Deliver compliance training, accreditation and learning governance. * Lead graduate, apprentice and cadet programs end‑to‑end. * Embed scalable digital and blended learning solutions. * Provide strategic capability advice to senior leaders. * Establish learning analytics, reporting and ROI insights. * Manage L&D budgets, suppliers and training investment. * Build strong relationships across business and external partners. * Lead and develop a high‑performing L&D team. * Champion Zero Harm, safety and sustainability through learning. **Nga pūkenga matua | Important Skills** * 10+ years' senior experience leading Learning & Development or capability functions within large, matrixed organisations. * Demonstrated success delivering enterprise‑wide L&D strategies and high‑impact capability programs. * Strong experience in learning compliance, governance and accreditation in regulated environments. * Proven people leadership capability, including leading and developing specialist teams. * Experience designing and embedding leadership, frontline and operational capability frameworks. * Strong stakeholder engagement skills, with the ability to influence and advise senior leaders. * A data‑driven mindset with experience in learning analytics, reporting and insight. * Tertiary qualifications in Business, HR, Training or a related discipline (preferred). * Experience with learning systems and platforms (Oracle desirable). * Infrastructure, construction or industrial sector experience (highly regarded). **Ko wai mātou | Our Organisation** Want to know more about what it is like to work at Downer?
